Zoran Milovanović was born in Kruševac in 1972. Upon the completion of Grammar School in Kruševac, he graduated from the Faculty of Electrical Engineering in Belgrade in 1995. He began his impressive career in Telekom Srbija at leadership positions from 1996 to 2016.

He discharged the managerial functions in different departments of Telekom Srbija.

Heading the Department of Network Operation and Maintenance, he steered important projects on the Telekom Srbija level, and as the Head of Department for Multimedia Services he contributed to the implementation of the state-of-the-art solutions in that area. At the office of the Head of Anti-Fraud Department he managed, among other things, the development and application of business procedures for the protection of all telecommunications services within the portfolio of Telekom Srbija.

He participated in several significant projects of Telekom Srbija, the most prominent ones being the development of international network of Telekom Srbija, roll-out of IPTV in Serbia, development of the TV distribution network, satellite station Prilike in Ivanjica and many other.
In 2016, he moved to the position of Service Fraud Manager in Telenor Srbija.

His extensive managerial experience, coupled with the knowledge of telecommunications trends and comprehension of the regional market, brought him to the position of Special Advisor to the Executive Director in MTEL in 2019. On 27 November 2023, he was appointed the Executive Director of MTEL.

He speaks English and Russian.

Mr Milovanović is married and father of two children.
